ReCAAP issues October 2019 report

INCIDENTS OF PIRACY AND ARMED ROBBERY AGAINST SHIPS IN ASIA IN OCTOBER 2019

A total of seven incidents of armed robbery against ships1 were reported in Asia in October 2019. No piracy2 incident was reported. There were also no reports of abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah; and no hijacking of ships for theft of oil cargo reported in October 2019. However, the abduction of crew for ransom in the Sulu-Celebes Seas and waters off Eastern Sabah remains a serious concern. The ReCAAP ISC is also concerned about the increase in the number of incidents reported on board ships while underway in the Singapore Strait.

Maritime Security in Gulf of Guinea: France advocates concerted efforts

Mrs Genevieve Darrieussecq, the Secretary of State to the French Minister for the Armed Forces, has advocated for concerted efforts to address the challenges of maritime security in the Gulf of Guinea.

She said concerted efforts were needed to carry out a decisive work to combat the scourges that threaten safety at sea, which was an indispensable work for the development of the West Africa sub-region.

Mrs. Darrieussecq made the appeal in Accra at the G7++ Friends of the Gulf of Guinea Group (G7++FoGG) 2019 summit.

Use legitimate routes: Marine police

LAHAD DATU: Those entering or leaving Sabah should use the legitimate routes, said Sabah Region 4 Marine Police Force Commander ACP Mohamad Pajeri Ali. He said this was a reminder to avoid mishaps and untoward incidents.

“We (Malaysia) has a system, exit and enter legally, for example there is a CIQ in Tawau or the Sandakan Port. But most use illegal routes from neighbouring countries, taking the easy way to run from the law without thinking about safety as anything can happen in the middle of the sea,’’ he said.

Alleged Somali pirates accused of kidnapping hit with terrorism charges

Two alleged Somali pirates previously accused of kidnapping an American journalist and holding him for more than two and a half years were hit with fresh federal charges on Wednesday — including new allegations they were working on behalf of terrorists.

Mohamed Thalil Mohamed and Abdi Hassad were previously hit with kidnapping raps in connection with the long captivity of Michael Scott Moore.

Seizure Of Narcotics (Crystal And Heroine) 22 October By Pakistan Maritime Security Agency, Pakistan Navy Andpakistan Customs Through Combined Operation

In a joint Intelligence based Counter Narcotics Operation by Pakistan Navy, Pakistan Customs and Pakistan Maritime Security Agency at Pishukan near Jiwani, Balochistan a fishing boat namely AL-QAMBER Registration No. 13181 along with 12 crew members were apprehended and a huge cache of narcotics including 102.90 KGs Crystal and 171.15 KGs synthetic Heroine was recovered from the apprehended vessel which was hidden in specially constructed secret compartments of the boat.

The value of narcotics in International market is Rs 2740.5 Million. The seized narcotics are handed over to the Custom Authorities for further legal proceedings.
PSMA being the sole law enforcement agency in maritime Zones of Pakistan maintains its permanent presence at sea with its Ships and Aircraft to counter any legal activity. Successful operation by Pakistan Maritime Security Agency resulting in seizure is vigilant and remains committed in preventing use of Pakistani waters for any unlawful act/purpose. Pakistan Maritime Security Agency will continue to shoulder its national obligation and responsibility to establish lawful order at sea.

India to have Central Marine Police Force to guard coastline

India has a vast coastline of 7,516 km touching 13 states and union territories. It also has around 1,197 islands.

New Delhi: The Ministry of Home Affairs has completed the modalities of setting up a new armed force — Central Marine Police Force — to strengthen coastal security. A final proposal would be sent to the Cabinet by early next month for approval, a source in the ministry said on Saturday.

About the structure of the force, a senior ministry officer said, “Unlike other Central Armed Police Forces, the Central Marine Police Force will have it own cadre, rules, manual, Act, infrastructure and would be headed by a Director-General rank officer.”

Pakistan Navy joins Trans Regional Maritime Network

Pakistan Navy joined 32-member Trans Regional Maritime Network (T-RMN), based in Italy. Chief of the Naval Staff Admiral Zafar Mahmood Abbasi formally signed the ‘Note of Accession’ for joining the organization at Naval Headquarters, Islamabad. Ambassador of the Italian Republic Stefano Pontecorvo was also present at the occasion.

Trans Regional Maritime Network (T-RMN) was established in 2008 to facilitate exchange of maritime information at Trans Regional level amongst the participating nations. By joining T-RMN community, Pakistan Navy will have access to maritime related information which will augment the comprehensive maritime picture already being maintained at Joint Maritime Information Coordination Center (JIMCC) of Pakistan Navy at Karachi.

Information Fusion Centre — Indian Ocean Region (IFC-IOR) was set up last year

The Information Fusion Centre – Indian Ocean Region (IFC-IOR) set up last year has started functioning as an information sharing hub of maritime data and “cuing incident responses” to maritime security situations through a collaborative approach, Navy sources said.

At the just concluded Goa Maritime Conclave (GMC), National Security Adviser Ajit Doval had offered countries in the IOR use of the facility to track movement of vessels on the high seas.

Navy arrests suspected smugglers, seizes 1,072 bags of rice, others

The Nigerian Navy (NN), Forward Operating Base (FOB), Ibaka, in Mbo Local Council of Akwa Ibom State, has vowed to take the fight against smuggling in the riverine area of the state to the communities.Commanding Officer, FOB, Captain Peter Yilme, stated this yesterday while parading suspected smugglers before journalists in Ibaka.

According to him, this new approach would mean the operating base liaising with the communities to fish out the perpetrators before they venture into the sea for the illegal trade.Yilme, who spoke while parading 12 suspected smugglers, 1,072 bags of 50kg smuggled rice and two wooden boats seized from them, said their arrests were made in two different operations, and that the Navy was determined to end smuggling on the waterways.
