The future of Philippine maritime enforcement

Illicit activity in the Sulu and Celebes Seas continues to pose a daunting maritime security challenge for the Philippines. The recent kidnapping of nine fishermen off the coast of Borneo and the increasingly violent modus operandi of the militant Abu Sayyaf Group (ASG) have raised safety concerns amongst Philippine policy makers and local communities. Although the Philippines has initiated several maritime enforcement initiatives, including the extensive National Coastal Watch System (NCWS), the government needs to enhance cooperation between land-based and maritime operations and increase engagement between military and civilian agencies to improve regional maritime stability.

Curfew at Esszone extended to September 23

KOTA KINABALU-The confinement order in the waters of seven districts in the eastern Sabah (ESSZone) End of tomorrow will be extended until September 23.

Sabah Police Commissioner Datuk Omar Mammah says the curfew from 6 pm to 6 a.m. covers the waters of Tawau, Semporna, Kunak, Lahad Datu, Kinabatangan, Sandakan and Beluran.

1 dead, 4 injured in Abu Sayyaf encounter in Basilan — military

Metro Manila (CNN Philippines, July 14) — An armed militia man was killed while four civilians were wounded in an encounter Sunday in Basilan with unidentified men believed to be Abu Sayyaf group members, the military said.

The Western Mindanao Command reported that at around 8 a.m., a barangay peacekeeping action team outpost at Sitio Bohe Pahut, Barangay Central Sumisip was harassed by reported Abu Sayyaf members under sub-group leader Pasil Bayali.

Marine battalion off to Sulu to beef up hunt for terrorists

ZAMBOANGA CITY –– A Marine battalion has been deployed to Sulu to beef up the government’s security presence in the province, rocked by recent bombings in a military facility, and grappling with a long-running bout with terrorists.

Their mission: “Destroy the Abu Sayyaf … and establish a peaceful and stable environment in Sulu,” said Rear Admiral Erick Kagaoan, commander of Naval Forces Western Mindanao.

Eight men held in connection with kidnapping of fishermen in Lahad Datu, says CID Chief

KUALA LUMPUR (Bernama): Eight men have been arrested to help in investigations into the kidnapping of 10 Bajau Laut fishermen (sea gypsies) in Felda waters in Lahad Datu, Sabah on Tuesday (June 18), says CID director Datuk Huzir Mohamed.

He said six of those arrested are foreigners, aged between 17 and 60, who were spared by the armed kidnappers on Tuesday.

Suspected Abu Sayyaf Group kidnaps crew

Reports coming from Sabah suggest that Abu Sayyaf Group terrorists have kidnapped 10 crew from two fishing boats early on Tuesday 18th.

Media reports state that the incidents near Borneo Island, when two speedboats approached two fishing vessels. “Pirates” boarded the boats at around 2am LT, confiscated documents likely to relate to the nationality of the crew members, and then took 10 hostages before fleeing towards Sitangkai Island in the Philippines. The fishing boats were believed to be operating during curfew hours without a permit, according to a report in The Straits Times. The remaining crew were picked up by the MMEA.

The incident comes after a prolonged lull in kidnapping activities by the group. However, the loss of hostages in recent rescues and killings would suggest that the group is now looking to increase its funds by further Kidnap For Ransom efforts.

The incident prompted Sabah Chief Minister Datuk Seri Mohd Shafie Apdal to call for further security measures in Sabah, an area which has seen cross border criminality and kidnapping at sea in recent years.

Place Esscom under police, says former army man

PETALING JAYA: A retired army officer has suggested that the Eastern Sabah Security Command (Esscom) be placed under the purview of the police, amid reports that the initiative launched six years ago to enhance security in the area will be restructured.

Speaking to FMT, Lieutenant Colonel (Rtd) Ahmad Ghazali Abu Hassan, who is also a former professor at Universiti Pertahanan Nasional Malaysia’s Department of Strategic Studies, said this is because Esscom’s core duties deal with the eradication of cross-border crimes.
